Witness Describes Chaotic Moments After Shooting Near White House
A Washington, D.C. resident who stumbled onto the scene moments after the shooting says he saw a wounded National Guardsman receiving emergency medical aid. Michael Ryan told reporters he was walking to lunch when he noticed law enforcement rushing toward the area and realized something serious had happened.
“They were giving him first aid, trying to resuscitate him,” Ryan recalled, saying the victim was surrounded by responders as they attempted to stabilize him before transport. The National Guard member remains in critical condition.
Suspect Pinned to the Ground as Officers Shouted Commands
Ryan said he also witnessed officers restraining a man on the ground. Law enforcement repeatedly ordered the individual not to move as they secured the scene and took the suspect into custody. Authorities later confirmed that the man was believed to be the suspected gunman.
At first, Ryan didn’t realize what he had heard were gunshots. “I thought it was construction noise,” he said. Moments later, he saw shattered glass at a nearby bus stop and heard people yelling for bystanders to stay down.
Shock and Fear Spread Through Nearby Streets
According to Ryan, the immediate aftermath was tense and confusing, with pedestrians unsure of what was unfolding. People took cover as emergency vehicles arrived and the area was locked down. Witnesses were instructed to avoid the intersection while investigators secured evidence.
Ryan described the moment as surreal, noting that he had walked through the same area just minutes earlier without sensing anything unusual.

Ryan said the shooting left him deeply shaken, especially given that it involved uniformed service members. “It’s terrible to see this happen in the city that I grew up in,” he said, adding that the injuries to National Guard members made the event particularly distressing.
He told CNN that the incident reflects growing concern about public safety in the district. “Terrible to see that National Guard members were involved with this, and apparently were seriously hurt,” he said.
